This article considers the quality of training, development and motivation offered to women employees in British industry in the light of evidence of a failure of equal opportunity policies in practice. Drawing on evidence from the 1992 Employment in Britain survey the author suggests that fewer women than men see themselves as high quality workers, and that this reflects a deficit in skill development programmes. He concludes that improvement of staff development systems to take account of gender imbalances should be a key objective of equal opportunity policy. Show less

This paper presents an historical study of youth employment and education during the depression years in Australia. It analyses policy with respect to employment and in particular post-school and technical education during this time period. A review is offered of the extent of youth unemployment, the measures to identify and assist youth, the range of education and training schemes introduced, apprentice training policies, the difficulties experienced by females, the question of raising the school leaving age and reform in secondary and technical education.
The conclusion is drawn that although Australia was unable to finance desired changes during the nineteen thirties, the plans, policies and programmes of the period paved the way for substantial developments during and after World War II. Show less

The realization of the value of training for employees can take time as the training contributes dynamically to an extended development process. This research examines the empirical returns to training in three post-training situations: when the employee remains in the same job and with the same employer; when the employee transfers to a different job but remains with the same employer (internal mobility); and when the employee moves to a different employer (external mobility). Panel data and fixed effects (FE) methodology are used to quantify the joint effects of in-job training and mobility, while minimizing the potentially biasing effect of unobserved ability. In a period when public sector employment in Britain was contracting sharply, the short-term returns to training are nonetheless greater in the public sector, while the medium-term returns for both public sector and private sector employees depend on remaining within sector. The general/specific training mix, institutional influences, adverse selection, and the concept of 'transferable' training, all contribute to interpretation.

In-work training is generally regarded as beneficial for employees and in Britain it continues to offer significant gains in earnings. However, little previous research has tested whether training also leads to higher levels of job satisfaction or 'happiness'. Employers need to retain trained employees in order to make training cost-effective, but this may clash with employees' career aims if they view external job mobility as a better strategy, for instance because of reduced internal promotion opportunities. Using panel survey data for the 1990s and the 2000s, and considering four different aspects of job satisfaction, this research finds that job mobility, usually regarded as inimical to in-firm training provision, is associated consistently with gains in job satisfaction, while receipt of training has effects on satisfaction that are mostly close to zero. Further, job satisfaction is high in circumstances where financial returns to training are low, and vice versa. Finally, we find that training inhibits mobility, probably a good outcome for employers but not necessarily for employees.

Using nationally representative workplace data for Britain, we identify where migrants work and examine the partial correlation between workplace wages and whether migrants are employed at a workplace. Three-in-ten workplaces with five or more employees employ migrant workers, with the probability rising substantially with workplace size. We find the bottom quartile of the log earnings distribution is 4-5 per cent lower in workplaces employing migrants, ceteris paribus. However, the effect is confined to workplaces set up before the introduction of the National Minimum Wage (NMW) in the late 1990s, consistent with the proposition that minimum wage regulation limits employers' propensity to pay low wages in the presence of migrant workers.

The links between unionisation and job satisfaction remain controversial. In keeping with the existing literature [the authors] find strong statistically significant negative correlations between unionisation and overall job satisfaction. However, in contrast to the previous literature [the authors] find that once one accounts for fixed unobservable differences between covered and uncovered employees, union coverage is positively and significantly associated with satisfaction with pay and hours of work. Failure to account for fixed unobservable differences between covered and uncovered employees leads to a systematic underestimate of the positive effects of coverage on job satisfaction for both union members and non-members. It seems union coverage has a positive impact on job satisfaction that is plausibly causal.

Older employees' wages and earnings declined over the period 1991-2006, when compared with younger employees. The overall fall in relative wages was about 18 per cent, and for relative earnings 21 per cent. The article argues that this change was predictable in view of the pressures of 'globalization' resulting in increased competition, and intensified technological and organizational change, for many employers from the 1990s onward. The relative fall in older female and male employees' pay had set in by the mid-1990s and it proceeded over the whole period to 2006.

[The authors] find empirical support for the proposition that HPWS have a non-linear association with employees overall job attitude, with a positive association apparent where HPWS are used intensively. These associations are robust to factors often cited as obstacles to HPWS implementation such as informality and family ownership.
